Leagues Rules

RULES AND REGULATIONS 2004/2005

These following rules may be modified, by league commissioner or captains' voting at the conclusion of the season. The League Commissioner assumes no responsibility for any claims arising through operation of the league. No allowances will be made for ignorance of the rules. The rules create are for the safety of the players and the enjoyment of the game.


SECTION ONE - THE RINK

1.1 ARENA PROPERTY

Any damage to the arena property will be paid for by the team responsible, prior to participation in any further league games. Noncompliance constitutes automatic suspension from the league and possible legal action.

1.2 ALCOHOL AND CONTAINERS

Alcoholic beverages and / or glass containers are prohibited in the arena. Failure to comply will result in disciplinary action against the offending individuals, including possible suspension from the league. If an alcohol beverage is found on the team's bench, the game will called and the offending team will forfeit the game.

1.2 A DRUG USE

Drug use in the Rink facilities is strictly prohibited

1.3 PERSONAL PROPERTY

The league accepts no responsibility for lost or stolen personal property. We strongly suggest that no valuables be taken into the arena. LOCKS are NOT provided for dressing room doors so it is the team's responsibility to lock their dressing room before going on the ice.

1.4 NOTICES

All players should check the league bulletin board, internet and website for any postings concerning game changes, standings and league news.

1.5 ACCIDENTS

All accidents must be reported to the league commissioner 604 838-4625 (Herb Lee) immediately after the accident has occurred.


SECTION TWO - TEAMS

2.1 INELIGIBLE PLAYERS

Only players registered with the ICE604 Hockey League may participate. Any players arriving after the last period of regulation time has begun will not be allowed to participate. All players participating in ICE604 Sports Leagues must be 18 years of age or older. Any player under the age of 18 must have parental consent prior to participating. As agreed by the captains at the captains' meeting, if a Team that uses a player(s) that is NOT on the roster, that team will miss the playoffs - a severe punishment for using a "ringer"

2.2 PLAYOFF ELIGILITY

For a player to be eligible for playoff competition, the player must have played in (6 regular season games) of the TOTAL amount of the team's league games. The only possible exception to this rule is the case of player injury. If a player misses regular season games due to injury, a valid doctor's certificate will be required that specifically indicates the date of the injury and the date the player is able to return to play. As agreed by the captains at the captains' meeting, if a Team that uses a player(s) that is NOT on the roster, that team will forfeit the series.

2.3 SUBSTITUTE GOALTENDERS AND GOALTENDER INJURY

Substitute goaltenders may only play with the approval of the league commissioner. Teams may use any consenting goaltender from the ICE604 that is of the appropriate skill level for the regular season.

2.4 TEAM SWEATER CONFLICTS

All teams should have a dark and light set of jerseys. All players must wear matching sweaters, and be numbered differently. In the event of a conflict of team colors (the referees and team representative will determine if there is a conflict) the VISITING TEAM will need to change their jerseys. The Captain "C" and the Assistant Captain "A" must be clearly identified on the sweater.

2.5 ROSTER/REGISTRATION

Each team is permitted to carry a maximum of 22 players, including spare goaltender, on their roster. If a team chooses to register more than the allowable 20 players. This will cover the costs of the additional insurance for the players, and all other associated costs with playing in the league. Please note once the roster has been submitted, transaction fees to change the submitted roster is $26.00 + $9.00admin fee ($35 total) for each additional player change.

2.6 GAME SHEETS

Game sheets must be completed before entering the ice surface. Coaches and Managers on the bench must be listed and sign the game sheet.

2.8 PLAYERS INJURED AND BLOOD DRAWN

If a player is cut during a game and blood is drawn, the player must leave the ice to clean and bandage the wound, prior to being allowed to continue playing in the game. If there is blood on the jersey, that player must change their jersey.


SECTION THREE - PROTECTIVE EQUIPMENT

3.1 MANDATORY EQUIPMENT

Goaltenders may not wear homemade masks. ICE604 strongly recommend the CSA approved helmets and masks.

3.2 HELMETS

Helmets are mandatory and must be worn by all players and referees. Helmets must be C.S.A. approved (No Gretzky/Jofa Helmets) with properly fastened chinstraps. Face shields are MANDATORY (otherwise the player will NOT be allowed to play) A three minute minor penalty will be called should a player not have his/her helmet chin strap fastened properly. This rule will be enforced by the referees and league officials for all games. In order for players to receive insurance coverage under our Accidental Accident and Death policy within the ICE604, players will be required to wear a minimum of a CSA approved half visor facial shield while playing in the ICE604. All referees officiating in the ICE604 will be required to wear a half visor (facial shield).

3.4 NECK GUARDS

Neck Guards are advisable and recommended.

3.5 Carded Referees

All officials (referees) will be required to be carded at a minimum of level 2 or equivalent.

SECTION FOUR - PLAYING RULES

4.1 ICING
Blue line icing is in effect for Tiers 2 and lower. Tier One is Red line icing.

4.2 OFFSIDE PASSES

The center red line will not be in play at any time for off-side passes.

4.3 STICK MEASUREMENTS AND EQUIPMENT MEASUREMENTS

Stick and Equipment measurements will NOT be permitted. However, if in the opinion of an official, any stick or equipment poses a threat to the safety of other players, the player will be asked to remove it from the game

4.4 DEFAULTED GAMES

The following situations will result in a defaulted game:

1. If either team does not have a minimum of 5 skaters and 1 goaltender on the ice by 10 minutes after the scheduled start of the game.

2.If a player who has been ejected from the game for any reason does not leave the ice in a timely matter (discretion of referee). The offending team will forfeit the game. It is the team's responsibility to ensure an ejected player leaves the ice surface.

3.If either team refuses to continue the game for any reason other than safety concerns agreed to by the referees and league official. The team that the default was committed against will get the game ice slot for their use for a scrimmage or practice. Referees and timekeepers will not stay on the ice once the game has been declared a default. The game result will be listed as a 3-0 win for the non-offending team. The game will not be rescheduled. In a situation where both teams default, the game will be cancelled and both teams will receive a loss.

4.4 (A) Procedure for Start of Games - Delay of Game

The following procedure will be in place for the start of all ICE604 games:
At the scheduled start of the ice time, or once the ice resurfacer doors close (whichever comes last), the warm-up time will start running down. The buzzer will sound with 90 sec remaining in the warm-up to make players aware that they should be wrapping up the warm-up. If one team is lined up and ready to go for the face-off after the warm-up ends, there will be a delay of game penalty assessed to the team not ready to play.

4.5 TIME-OUTS

Each team is permitted one stop time 30 second time-out per game.

4.6 GOAL CREASE

Players in the offensive zone are not permitted to enter the crease area under any circumstances before the puck enters the crease area. If a player's skate(s) enters the crease voluntarily in any manner, the referee has the discretion to blow down the play, and a face-off will take place at the nearest spot in the neutral zone. Only if, in the opinion of the Referee, the defending team has clear possession and control of the puck, with a clear path to moving out of the zone, the Referee shall allow play to continue.

4.7 LENGTH OF GAME

Three 20 min running time periods. The last 2 minutes of play is stop time IF the score is within 2 goals. If the game is tied, a 5 min running time. In the event that a game is running behind due to the occurrence of the game, the game clock will be adjusted accordingly to ensure the game finishes on time.

4.75 CHANGING ON THE FLY
(new)

In the last 1 min of the 1st and 2nd period and in OT players can not change after a stoppage in play. They must change during the play of the game.

4.8 OVERTIME

REGULAR SEASON (new)
The format for overtime will be a 4 on 4, sudden victory, 5 minute running time overtime period. If at the end of the 5 minutes, the game is still tied, the game score will be recorded as a tie in the standings. Player changes will be done "on the fly", and will not be allowed at stoppages of play. The 15 second fast face-off rule will be used.

PLAYOFF GAMES

Period 4 5 minutes (running time)
Period 5 Shootout 3 Shooters, sudden death. Teams must use a new a shooter unless the entire roster has been used.

- PLAYING RULES

4.9 SKILL LEVEL- BALANCING OF TEAMS

The ICE604 reserves the right to move a team(s) to a different division/Tier based on skill level. This rule may apply at any time during the season.

4.10 TIES IN STANDINGS - 2 or more teams

In the event of a tie in the standings after the regular season, and after realignment, final results will be decided by:
a) Record against the team(s) you are tied with.
b) Most Wins.
c) Goal differential (goal for minus goals against).
d) Least goals against.
e) Least Penalty Minutes (Average per Game)

4.11 SUSPENSIONS

All infractions occurring before, during and after any scheduled game are subject to review by the commissioner. The commissioner may assess suspensions at any time during the regular season or playoffs.

MINIMUM RECOMMEDED SUSPENSION

Fighting (First Offense) Min 3 Games; Fighting (Second Offense) Remainder of the Season

Any suspension or cumulative infractions not listed above must be discussed with the League Manager. The league manager has the authority to levy at his/her discretion, minimum suspensions due to extenuating circumstances. Any intent to injure, may result in ejection from the league, at the league's discretion. Any penalties involving a gross or match penalty, the player will automatically be suspended pending a review by the league manager.

The above listed infractions are minimums, and the different league managers in the regions have the ability to increase the suspension for any infraction, but not reduce the above listed standards. If a player is playing for more than one team and he/she receives a suspension, he/she is suspended from all teams until his/her suspension is completed. (i.e. A player is playing for Team "A" and Team "B". He/She gets a 3 game suspension for fighting while playing for Team "A". The player must sit out three of Team "A's" games before the player is eligible to play again for Team "A" or Team "B" Therefore, if Team "B" has 2 games in that period of time, then the player will sit out a total of 5 games for the original penalty infraction).

The league manager in consultation with the Vice President- ICE604 Hockey Operations MAY reduce the suspension amount for one or more teams that the player may play on.

4.12 APPEALS

Any appeal must be received in writing within 24 hours following a regular league game, and within one hour following a playoff game. All appeals are to be made by the team representative only. Refer to rule 5.16 for Appeals.

4.13 LEAGUE COMMISSIONER'S RIGHTS

League Commissioner has the right to align teams, and/or players, change teams/players in any particular skill level, based on game performance, as well as suspend players that are not displaying the appropriate behaviour that reflects the image of the ICE604. League Commissioner also has the right to restrict teams from adding players that will unfairly make a team stronger.



SECTION FIVE - PENALTIES


Minor - 3 min running time
Double Minor - defined as: a penalty that could have resulted in an injury that is not a major, read major) - 6 min running time (2X3min penalty)
Major - defined as: Intent to injure - 7 min running time + Game Misconduct + Suspension

5.5(A) FIGHTING

All Fighting Majors will result in a minimum 3 game suspension and possibly expulsion for the remainder of the season and possibly the league.

5.5(B) FIGHTING -OFF THE PLAYING SURFACE
Players involved will be banned from the league. ICE604 will not tolerate this and an indefinite suspension of the TEAM will occur pending review by the League commissioner.

5.6 SPEARING

A match penalty shall be assessed to any player who deliberately spears or deliberately attempts to spear by jabbing forcefully with the toe of the blade of the stick or who injures an opponent by any spearing action.

5.7 SLASHING

A "slashing" penalty shall be assessed to any player who swings his stick at an opponent (whether out of range or not) without actually striking him, or who, on the pretext of playing the puck, makes a wild swing at the puck with the object of intimidating his opponent. A double minor or major penalty, or match penalty at the discretion of the Referee, shall be assessed to any player who impedes or seeks to impede the progress of an opponent by "slashing" with his/her stick.

5.8 CROSS-CHECKING

A double-minor or Major penalty, or match penalty at the discretion of the Referee, shall be assessed to any player who cross-checks an opponent. A Major penalty and a Game Misconduct penalty shall be assessed to any player who injures an opponent as a result of a cross-check.

5.9 SLOUGH-FOOTING or CHECKING FROM BEHIND

A major penalty or match penalty at the discretion of the referee shall be assessed to any player who slough-foots or checks from behind an opponent. There will be an automatic game misconduct for any player penalized with a slough-footing or checking from behind penalty during a game.

5.1 HIGH STICKING

A player who contacts an opponent above the normal height of his shoulders with a high stick shall be assessed a double minor, major, or match penalty at the discretion of the Referee. If injury results, a Major Penalty, or match penalty will be assessed depending on the intent of the offending player. If the high stick infraction it is deemed to be accidental, a major and game ejection will be assessed. (Game time served with no suspension.) Again, this decision will be made by the referee. IT IS THE RESPONSIBILITY OF ALL PLAYERS TO BE IN CARE AND CONTROL OF THEIR STICK AT ALL TIMES DURING THE GAME

5.2 BODY CONTACT / BOARDING

Deliberate body contact/boarding is not permitted anywhere on the ice. Any collisions or contact will be strictly a referee judgment call based on the following definition of contact: "No player is entitled to use his body to intentionally body check, bump, or hold an opponent." Body Contact penalties shall be cumulative: ANY TEAM RECEIVING 3 BODYCHECKING/BOARDING PENALTIES IN ONE GAME WILL SERVE THE THIRD AND ANY SUBSEQUENT PENALTIES AS 7 MINUTE MAJOR.

5.3 BUTT-ENDING

A double minor or Match penalty will be assessed to any player who butt-ends or attempts to butt-end an opponent . Intent will be the determining factor for which penalty call is made and will be at the discretion of the referee.

5.4 ROUGHING / ROUGHING AFTER THE WHISTLE

A minor penalty shall be assessed to any player who, in the referee's judgment, is guilty of unnecessary rough play. Only when injury results from an infraction to this rule may a Major penalty plus a game misconduct be assessed. Any player with cumulative rough play penalties will be reviewed by the League Commissioner and may face possible suspension.

5.10 MISCONDUCTS

A player, except a goaltender, incurring a "Misconduct Penalty", shall be ruled off the ice for a period of ten minutes actual playing time. A substitute for the penalized player shall be permitted immediately. A player serving a Misconduct penalty shall remain on the penalty bench until the first stoppage of play following the expiry of his penalty. Any player who is assessed a second Misconduct penalty in the same game shall automatically be assessed a Game Misconduct penalty. If this occurs after the first period, where the full 10 minutes cannot be served, an automatic 1 game suspension will be assessed. All misconduct penalties are subject to review by League Commissioner. No player shall be required to serve a misconduct penalty for another player.

5.11 GAME MISCONDUCTS

Any player or coach that receives a game misconduct penalty will be ejected for the balance of the game. If this penalty is assessed in the last 10 minutes of regulation time , an automatic one game suspension will be assessed. All game misconduct penalties are subject to review and possible further suspension.

5.13 GAME EJECTION

Any player receiving three (3) minor penalties, or two (2) stick infractions in one game will receive a game ejection penalty. (If the third minor penalty is co-incidental, that player will not be ejected until a fourth minor is incurred). If a goaltender receives a game ejection for penalties, the goaltender will be allowed to stay in the game, and then will be suspended for the next scheduled game. A repetition in game ejections for any player or team can result in suspension.

5.14 GROSS MISCONDUCTS

The player is immediately ejected from the balance of the game, and the incident will be reviewed by the League Commissioner. This penalty will be assessed to any player or coach who makes obscene gestures, excessively abuses spectators, other players or league officials; OR attempts to make a travesty of the game.

5.14 (A) RACIAL SLURS-TEAM GROSS MISCONDUCT

If any player on a team utters a racial slur in an ICE604 game, the TEAM and/or PLAYER will automatically receive a Gross Misconduct and be subject to the rules of the league. There will be no tolerance for this type of behaviour and the league will be very harsh in its assessing of suspensions for this type of behaviour. Should the player committing the offense not be discovered, the TEAM will be automatically indefinitely suspended, pending the review by the Disciplinary Committee of the League. Each team is accountable and responsible for the actions of its players, on and off the ice.

5.15 (A) MATCH PENALTIES - INVOLVING A LEAGUE OFFICIAL

Automatic indefinite suspension from the league. There is no minimum suspension. A formal appeal may be submitted to the league office. This penalty will be assessed when a player, coach, or team official, verbally, physically threatens or abuses any league official (commissioner, referees, timekeepers, etc.).

5.15 (B) ATTEMPT TO INJURE-INVOLVING OTHER PLAYERS

An attempt to injure, in the opinion of the referee is an automatic match penalty, regardless of whether it causes injury or not, and will be reviewed by the league manager. The pending results of the injury will be considered by the league manager when determining if additional penalties are to be handed out. Automatic indefinite suspension from the league. There is no minimum suspension. This penalty will be assessed when any player physically abuses another player with INTENT TO INJURE

5.16 APPEAL PROCESS

If a team feels that they would like to appeal a suspension or player eligibility issue the team may appeal, for a $100.00 fee. Game calls such as a missed penalty, off-side, icing or a disallowed goal etc. are ineligible for appeal. The fee is paid prior to any hearing being convened, and any appeal must be filed in writing with the league manager within 24 hours of the scheduled regular season game, and within one hour after the scheduled playoff game that the infraction took place. The league commissioner will convene a hearing with the team representative, the league official, a neutral party , and the referee involved in the game. Attendance by the opposing team representative is optional. If the ruling is reversed, the $100.00 fee will be refunded. If however, the ruling is upheld, the $100.00 fee will be donated to the recognized charity of the team's choice.
